A lot of people think that you can only buy a policy on the health insurance exchanges if you didn’t have coverage before the exchanges went into effect. In reality, any individual can buy a policy on the exchanges, including those who are self-employed or only work part-time and group health insurance is not available (or you elect to not enroll in available group coverage).
The biggest reason to buy on the exchange than off the exchange is if you’re trying to qualify for a subsidy. If you don’t qualify for a subsidy, you will likely have more choices available to you when looking at policies off the exchanges.
